   Does anyone know how this song was able to chart on the Billboard Hot 100 Chart in 1991 despite not being commercially available as a single in the US? Billboard's policy at the time was that a song had to be commercially available as a single in some configuration in order to make the chart, but the only US release I know of was a Promo CD Single. This is something I've wondered about for several years. Just wondering if anyone knew how/why this happened.

	The Hot 100 indicated that this song was available on cassette single Atlantic 4-87754. I have spent the past 29 years trying to find one. If I am unable to find a copy some time in the next 29 years, I will be forced to start considering the possibility that this cassette single does not actually exist.

	I'm hoping Paul Haney could chime in; maybe he's got a more correct answer but here's my guess. At that time in Hot 100 history it seemed that a record was allowed to chart based on airplay AND the cataloging of a commercial single, even if the single hadn't reached the marketplace yet. I seem to recall a few instances of Hot 100 charters where nobody had seen a commercial single YET, but ultimately they showed up in the marketplace. Maybe Atlantic squelched the commercial single because the record was underperforming at radio, or maybe Billboard received incorrect information about the commercial single from the get-go. Just my conjecture here... Andy

	For what it's worth, the live version of Who Said I Would appears as the b-side to the ressiue 45 for Another Day In Paradise on Atlantic 84881.

	Andy's explanation is pretty much spot-on. The commercial single was scheduled, but pulled at the last minute. Billboard even showed a catalog number for it (Atlantic 4-87754). Once it became apparent that no commercial single was forthcoming, Billboard dropped it from the Hot 100.
