I'm a little perplexed by the weird variety of edits on CD.
There's a 6:33 version on Simitar's Number Ones Eighties Rock (1999), which I'm pretty sure is the LP version.
There's a 3:54 version on lots of discs, which I'm pretty sure is the US 45 version. It first appeared on CD on EMI's Living In Oblivion Vol. 1 (1993), where it sounds really nice.
There are plenty of CDs that use the same analog transfer as Oblivion:- Priority's Rock Of The Eighties Vol. 4 (1993; mastered way too loud and clips a lot - avoid)
- Swaitek's promo 50-CD The A List Disc 24 (1994) and TM Century's GoldDisc 8002 (both don't use any NR, which is good)
- Time-Life's Sounds Of The Eighties Vol. 17 The Mid-'80s Take Two (1996; differently EQ'd digital clone)
- Time-Life's 2-CD Modern Rock Vol. 5 Dance (1999; differently EQ'd digital clone of the Priority disc)
There's a different analog transfer on Rhino's Just Can't Get Enough Vol. 12 (1995), but it sounds almost exactly the same as Oblivion - you won't be disappointed with either one.
Then, there's a longer edit running 4:13, which is a different edit than the 3:54 version. It's got about 0.5 seconds longer in the synth note before the drums kick in, and includes a little more material near the end that's edited out of the 3:54 version. I'd guess that this version is the UK 45 version, since I have it only on European compilations, but I don't know for certain. It's on:- Sony Germany's 2-CD Pop And Wave Vol. 5 (1994)
- Disky's 8-CD More Greatest Hits Of The '80s (2000)
- Disky's 8-CD More Greatest Hits Of The '80s (2002; this version sounds fine; the 2000 Disky disc is WAY too loud)
There's an early fade of the 4:17 version, running about 3:45, on EMI UK's CDCard Time To Remember 1984 (1997).

The 3:54 version is indeed the North American single version.
The 4:13 version on import compilations is indeed the single version for the UK and apparently also for Europe. It is also the Australian single version, despite "3.55" timing printed on the A-side label there.
The 2019 Cherry Pop reissue of the album has a bonus track purporting to be the US 7" Version, but it is more like the UK 7" Version. However, it runs 4:24 and diverges from the UK version starting at 3:23. I believe it is previously unreleased.
Incidentally, on the Italian CD One Shot '80 vol. 4, I found this version but with less reverb. I think it is a mix difference (i.e. they found an "unsweetened" master somewhere). It also plays a hair slower, running 4:14.
The 3:45 early fade of the UK/EU/AU single version is on a few compilations. I can't find any evidence that it was released prior to the earliest of those CDs (1994).
