my commercial cassingle for the rednex song "cotton eye joe" issued as battery 46501 states the version as the "radio version" and a listed run time of 3:20 but actually runs 3:10 and is identical to the cd/lp version....this s/b noted in the db....

Based on timings, I think the 3:10 "Radio Version" appears on Rhino's Billboard Top Hits 1995 (2000), the promo-only Hot Hits Pop Vol. 36 (1995), EMI Virgin PolyGram's UK 2-CD Now 1995 (1995), and EMI Virgin PolyGram's UK 2-CDNow 30 (1995).
I haven't done side-by-side comparisons for these, although I doubt that there are mix differences between US and UK versions.

Was there ever a 'Slide To The Side Mix' issued on commercial or promo CD?

It's on the commercial CD single, John. I bought the commercial maxi just about four months ago, so I know it's on there.

I'm finally able to answer this 7 years later about a promo. Here is an additional promo CD for "Cotton Eye Joe" not previously documented:
JDJ-46502-2
1. Sweatin' Stetson Mix (listed & actual 3:10)
2. Slide To The Side Mix (listed & actual 4:14)
There is a large sticker on the front of the jewel case that says in huge letters "Country Radio Remix" followed by smaller print that says "By Brian Tankersley." Giving this a cursory listen, the two mixes on the CD sound like the same remix with track 1 simply being shorter.
