My commercial 45, which is mono, has a listed time of (3:00), but an actual time of (3:06), bringing it into line with its 3 current database lengths.

The actual time of the LP is (3:09), even though the printed time is (3:00).

The mono 45 is a fold-down of the stereo LP version with two minor differences. One, the 45 has a small amount of added compression, and two, the 45 runs about 1.5% faster than the LP.

My guess is that all CDs with this song are mastered from vinyl. The Sussex label's master tapes are long gone, which is why everything (except Bill Withers) on the label is either MIA on CD or mastered from vinyl. The Fuel CD containing this song doesn't have a notation that it's from vinyl, so I'll pull my copy to check for sure. I suspect it's simply a cleaner transfer and faded early to the 3:00 mark, but maybe they got lucky and found an overseas tape.

My commercial mono copy of this 45 sounds like it could be
a dedicated mix. It has the added compression, but I also
hear a louder bass.

I suppose it's possible, but I think the difference I'm hearing can all be attributed to the compression and a slightly different EQ.
