I thought I had noticed rap not being quite so dominant on the charts the past couple of years, but this is kind of shocking:

I wonder why Billboard is asking for subscription nowadays after years of being able to access their site free.

I log on to AllAccess each week to analyze the charts in multi-formats from Mediabase. I haven't followed the Hot 100 in several years since it's not reflective of what I need. I will though browse charts to see what people are streaming on Spotify, ( https://kworb.net/spotify/country/us_daily.html" rel="nofollow - https://kworb.net/spotify/country/us_daily.html ), Apple Music ( https://kworb.net/charts/apple_s/us.html" rel="nofollow - https://kworb.net/charts/apple_s/us.html ). There is an option to check the Billboard Charts, Shazaam and Deezer too.

This week, the highest charted song featuring a rap is at #32.

The rap is by Vincent Price.

Were you talking about "The Monster Mash"?

Maybe you were joking about it being a rap - but I don't think any talking qualifies as rapping. Otherwise, ABBA's "Take a Chance on Me" (and other ABBA hits) features raps by the 2 girls.

I'd say December would probably see the return of rap in the top 40 of the hot 100, but with all the Christmas songs taking over the charts - already and in weeks to come - most songs won't be seeing their true peaks, at least the way Billboard compiled the hot 100 in previous decades.
