There was a commercial 45 but it actually came out in
Sept 1990 - almost a year after the song was a hit.
EMI originally issued the song only on cassette - and
it was the first cassette-only single to hit No. 1.
At the same time this 45 came out, 45s were also
released for "Dangerous" and "It Must Have Been Love".
Both of those songs were also only on cassette at the
time they were hits.
Kind of unusual that EMI did a late about-face on
these three songs, but I'm glad to have them!

The vinyl promo 45 for the AC Version lists/runs 4:30.

This is by far the most confusing 45 situation. So many versions of the same song at all different lengths. I know the 5:27 is considered the 45 version, but which version is the radio edit, the one we all know and love?
I ask because there is a 4:09 that sounds like it could have easily been on radio. The 4:30 always seemed a bit too long.

There is a UK 7" vinyl single with "Dangerous" on the flip side that has a printed 4:06 time. Also, a UK CD single of "Spending My Time" has a version labeled 7" Edit and the same printed run time. It's quite possible your 4:09 version originates from there.
